The companies, one by one
1. Manvro
Why it's first: the only company on the list that publishes its prices, a 24-month warranty, and one team for the app, the website and the automations.
We're an agency in Bucharest that builds web apps, which open in a browser, and mobile apps for iPhone and Android. For the web we use Next.js and React, for mobile React Native with Expo, so the app is written once and published in both stores; that's how we can start below market price guides. We design the main screens first, so you can follow the path through the app and change what you don't like before we write the code. We can also build the website that leads to the app and the automations that connect it to your other software.
| What we build | Starting price |
|---|---|
| Web app (in the browser) | €1,490 |
| Mobile app for iPhone and Android | €1,990 |
On top of that:
- you talk directly to the person who builds your app, in English or Romanian;
- we reply to every message within one business day;
- you get the price and timeline in writing after the first conversation, which is free;
- for 24 months we fix for free anything that doesn't work as agreed;
- we recommend keeping the App Store and Google Play developer accounts in your company's name, and help you set them up;
- we work online with businesses in Romania and abroad, and meet at your office in Bucharest.
2. AIO Software
AIO Software is a Bucharest agency, based in Expo Business Park, which says it has delivered more than 150 projects since 2015 for companies in Romania, the UK and the rest of Europe. It builds systems for real estate, HR and recruitment, bookings, finance, CRM, e-commerce and logistics, plus the web and mobile apps around them. On mobile it builds native apps (Swift, Kotlin) or cross-platform ones (Flutter, React Native); on the web it works with PHP, Laravel, Node.js and React.
Good fit for: companies that need a whole system, not just an app.
3. Inocode
Inocode is a software engineering studio with offices in Bucharest and Chișinău. It says it has delivered more than 30 projects since 2012, with engineers who stay the same until launch; it shares full client names only in a call, under a non-disclosure agreement. Every project starts with a discovery phase, after which you get the real timeline. On mobile it works natively in Swift and Kotlin, or with React Native. The website is in Romanian.
Good fit for: complex projects where you want a thorough analysis before a price.
4. mReady
mReady is a Bucharest company focused on mobile apps. It builds them natively, separately for Android and iOS, in Kotlin and Swift, for stability and easier scaling. The team says it has more than 200 mobile apps behind it.
Good fit for: mobile apps that need the performance and features of a native app.
5. UP2DATE Software
UP2DATE is based in Nord City Tower in Voluntari, next to Bucharest's Pipera business district, and has worked since 2009. It builds internal systems, web platforms and iOS and Android apps, native or cross-platform, from requirements and integrations to launch, maintenance and ongoing product development.
Good fit for: companies that want a long-term partner for a system that will keep growing.
6. Touch Media
Touch Media is a company in Constanța, on the Black Sea coast, founded in 2004, which has built mobile apps since 2009. It builds iOS and Android apps with React Native, with no separate native code, as well as websites, online stores and internal software. One example on its website: a CRM built for a pizzeria chain, with timesheets, a cash register, onboarding and staff training.
Good fit for: businesses around Constanța that want the app and the website from one firm.
7. Tapptitude
Tapptitude is a mobile app agency in Cluj-Napoca that describes itself as top-rated on Clutch. It works with React Native, Flutter, SwiftUI and Kotlin and also builds AI and machine learning features into apps. It works with startups and brands.
Good fit for: startups and companies building an app as their main product.
8. Wolfpack Digital
Wolfpack Digital is headquartered in Cluj-Napoca and was founded in 2015. It won the European Technology Awards in the app development category and covers the whole path of a product: strategy, design, web and mobile development, launch. It works with React Native, Flutter and Kotlin Multiplatform.
Good fit for: companies that want a full team for a new digital product.
9. Linnify
Linnify, founded in 2016, has teams in Cluj-Napoca and Austin, Texas, and builds digital products for clients worldwide, many with AI, from customer support assistants to platforms with hundreds of thousands of products. Besides development it offers product strategy and team augmentation.
Good fit for: companies with a product aimed at the US or European market.
How we chose the companies
On 13 October 2026 we searched Google for "best app development companies in Romania", "cele mai bune firme de dezvoltare aplicații mobile România" and "dezvoltare aplicații București". The first results are directories (Clutch, GoodFirms, The Manifest); we kept the companies that appear with their own website for these searches or in the same directories, have an office in Romania and describe their services on their website. We left out large outsourcing firms that don't work with small businesses, and no-code app builders.
The information about the other companies comes from their own websites, without requesting quotes. If a company's website says something different from the table, the website is right.
What an app costs
Manvro is the only company on the list that publishes its prices: a web app starts at €1,490 and an iPhone and Android app at €1,990. For comparison, price guides published by Romanian firms give €2,000–€5,000 for a simple mobile app and €6,000–€10,000 for a booking app. The price rises with the number of screens, the types of user, integrations and platforms. Market ranges in detail: How much does an app cost and How much does a web app cost.
On top of the build come the costs after launch: server hosting, app store fees ($99 a year for Apple, a one-off $25 for Google) and the updates each new version of iOS and Android requires. Details: How much does it cost to publish an app.
Native or cross-platform
A native app is written separately for iPhone (Swift) and Android (Kotlin). It has direct access to every phone feature, but it means two codebases to build and maintain. A cross-platform app, built with React Native or Flutter, is written once and runs on both, so it's cheaper and quicker to update. For most business apps (bookings, orders, loyalty, a customer portal) the difference isn't noticeable, and it's the approach we use at Manvro. If the app only needs to work in a browser, a web app is simpler still: Web app vs mobile app.
What to ask a company before you sign
- Who owns the code? Ask for the contract to transfer the rights to your company and for the source to be in a repository you can access.
- Whose name are the App Store and Google Play accounts in? The safest is your company's, so you don't depend on the agency for every update.
- Is discovery paid separately? And what you get at the end: the feature list, the screen designs, the estimate.
- Fixed price or time and materials? A fixed price gives certainty, hourly billing gives flexibility; ask what happens when requirements change.
- How do you test along the way? A test build on your own phone every few weeks shows more than reports.
- Who maintains the app after launch, and what does it cost per month or year?
- What's the warranty, and what does it cover?
At Manvro you get the price and timeline in writing before we start, you see the screens designed before the code, we recommend the store accounts be in your company's name, and anything that doesn't work as agreed is fixed for free for 24 months.
Questions
Which is the best app development company in Romania?
For most small and mid-sized businesses, Manvro: it's the only one on the list with public prices (mobile apps from €1,990), it gives a 24-month warranty, and the same team builds the app, the website and the automations, in English or Romanian. For a product aimed at international markets, Wolfpack Digital or Linnify.
How much does it cost to build an app in Romania?
At Manvro, a web app starts at €1,490 and an iPhone and Android app at €1,990. The other companies on the list don't publish prices; guides published in Romania give €2,000–€5,000 for a simple mobile app and €6,000–€10,000 for a booking app.
Native or cross-platform?
A cross-platform app, built with React Native or Flutter, is written once for iPhone and Android, so it costs less and is easier to update. A native app is worth it for very heavy or very specialised apps. Manvro uses React Native, which is how it can start at €1,990 for both platforms.
Why do companies outsource app development to Romania?
Romania is in the EU, so GDPR and EU contract rules apply, the time zone is UTC+2 (UTC+3 in summer), and several of the companies here already work with clients in Western Europe and the US, in English.
Why is Manvro first on the list?
Manvro wrote this article, and the reasons can be checked: it's the only company on the list with public prices, it has the longest published warranty, 24 months, and one team builds the app, the website and the automations.
