WhatsApp chatbot for business: how it works and what it costs

A WhatsApp chatbot needs the WhatsApp Business Platform, the API version, not just the WhatsApp Business app. Since 1 October 2026, Meta charges for every message a business sends: a reply in an open conversation costs $0.0034 in the US and Canada after the first 1,000 free each month, and a marketing message $0.025, with higher rates in most of Europe. An AI assistant that answers questions about your own business is allowed; Meta's 2026 restrictions target general-purpose AI assistants.

Key points

  • The WhatsApp Business app is free and has simple automatic messages; a chatbot connected to your site, orders or an AI model needs the API.
  • Since 1 October 2026, Meta also charges for replies sent within 24 hours of the customer's message; the first 1,000 a month per business number are free.
  • Prices depend on the customer's country: in the US and Canada, $0.0034 for a service or utility message and $0.025 for marketing; in Germany, $0.055 and $0.1365.
  • A chatbot that answers about your own business is allowed; Meta's 2026 restrictions target general-purpose AI assistants.
  • In California a bot that sells must not hide that it's a bot, and in the EU the AI Act requires telling people they're talking to AI.

In much of the world, customers already message small businesses on WhatsApp about hours, prices and orders. A chatbot can answer them instantly, at any hour. Below are the two kinds of WhatsApp for business, Meta's prices from October 2026 and the rules to keep in mind.

The WhatsApp Business app or the API

The WhatsApp Business app is free and installs on a phone like regular WhatsApp. It has a business profile, a product catalogue, saved quick replies, a greeting message and an away message. For a small business, that's often enough. What it can't do is connect to your website, your ordering system or an AI model.

The WhatsApp Business Platform, also called the WhatsApp API, is the version for automation. Messages arrive in a system (yours or a Meta-approved provider's) that can reply on its own, look up an order, book an appointment and hand the conversation to a person. This is where a chatbot gets built.

WhatsApp Business app WhatsApp Business Platform (API)
Cost Free Meta's per-message fee, plus a provider if you use one
Automatic replies Greeting, away message, quick replies Anything: rules, data lookups, AI
Connections to other software No Website, CRM, orders, calendar, n8n, Make
Several team members A few linked devices As many as you need, through a shared inbox
Messages the business starts Sent by hand Automatic, using templates approved by Meta

How a WhatsApp chatbot works

  1. The customer writes to your business number.
  2. The message reaches your system, which passes it to a set of rules or an AI model, together with your business information: prices, hours, stock, delivery rules.
  3. The chatbot replies. Within 24 hours of the customer's last message it can write freely; after that, the business can only send messages based on templates approved by Meta.
  4. A person takes over when the question goes beyond what the chatbot knows, or when the customer asks for one.

Meta adds one more rule: a business can message first only customers who have agreed to receive messages from it.

What it costs: Meta's prices from October 2026

Meta charges for each message the business sends, by message type and by the customer's country. Messages customers send are free. On 1 October 2026, Meta started charging again for replies sent within 24 hours of the customer's message, which had been free since November 2024; in exchange, the first 1,000 of them each month are free for every business phone number.

Customer's country Service, utility or authentication message Marketing message
US and Canada $0.0034 $0.025
Mexico $0.0085 $0.0397
Brazil $0.0068 $0.0625
United Kingdom $0.022 $0.0635
Spain $0.02 $0.0707
Germany $0.055 $0.1365
India $0.0014 $0.0118

A few details change the cost:

  • The free window from ads. If a customer writes from a Facebook or Instagram "Click to WhatsApp" ad or a Facebook Page button, and the business replies in time, messages over the following days are free, marketing ones included.
  • Meta's own AI agent. Meta also offers an AI agent for businesses, charged separately: $2 per million tokens, about 4–5 cents per message by Meta's estimate.
  • Price changes. Meta can change rates only at the start of a quarter (1 January, 1 April, 1 July, 1 October), with at least a month's notice.

An example: a café with US customers that sends 3,000 replies a month pays Meta 2,000 × $0.0034 = $6.80, since the first 1,000 are free. The same café with customers in Germany would pay $110. On top of Meta's fees come the provider's subscription if you use one, the AI model's cost and building the chatbot.

What an AI chatbot on WhatsApp can do

  • Answer common questions: hours, prices, address, stock, delivery.
  • Check an order's status in your ordering system by its number.
  • Book appointments and tables, checked against your calendar and confirmed on the spot.
  • Collect quote requests: the chatbot gathers the details (what, how much, where, when) and sends them to your team.
  • Send confirmations and reminders automatically, using templates.

Meta's rules for AI chatbots

Since 15 January 2026, WhatsApp's business terms restrict so-called "AI providers": companies offering a general-purpose AI assistant on WhatsApp where the AI is the main function, as ChatGPT and Perplexity did. Meta said the restriction doesn't affect businesses that use AI to serve their own customers, such as a travel company running a booking chatbot. In the European Economic Area, the European Commission ordered Meta in June 2026, through interim measures, to restore free access for general-purpose AI assistants until its antitrust investigation ends.

For a small business, none of this changes the basic rule: a chatbot that answers questions about its own products, orders and hours is allowed.

  • Consent for messages. Marketing messages go only to people who agreed to receive them, and opting out must be easy.
  • Personal data. Conversations contain personal data, so your privacy policy should say you use WhatsApp and, if relevant, an AI model, what data reaches them and how long you keep it.
  • Saying it's a bot. In California, it's unlawful to use a bot to communicate with people online with the intent to mislead them about its artificial identity in order to sell goods or services; disclosing it avoids that. In the EU, Article 50 of the AI Act has applied since 2 August 2026: people must be told they're interacting with an AI system, at the latest at the first interaction. In practice, the chatbot says so in its first message. Dates, fines and the rest of the rules: The EU AI Act for small businesses.

How to start

  1. Write down the questions you get most often and your answers. That's the base of any chatbot.
  2. Pick the version. If quick replies are enough, stay on the WhatsApp Business app. If you want connections to orders, a calendar or an AI model, move to the API.
  3. Pick the number: your existing one, connected to the API as well, or a new, separate one.
  4. Prepare templates for confirmations and reminders and submit them for approval.
  5. Decide when a person takes over, and who, during which hours.
  6. Start with some of your customers, read the conversations in the first weeks and fix the answers.

Questions

Can I use the WhatsApp Business number I already have?

In many countries, yes: a number from the WhatsApp Business app can also be connected to the API, keeping your chat history. Numbers used this way have some limits, so high-volume setups usually use a separate number.

Is a WhatsApp chatbot free?

The automatic messages in the WhatsApp Business app are free. Through the API, Meta charges for every message the business sends, with the first 1,000 service messages a month free for each number. Add the provider's fee if you use one, and the AI model's cost.

Can I send offers to all my customers on WhatsApp?

Only to those who agreed to receive messages from you. Marketing messages use templates approved by Meta, each one is charged, and customers must be able to opt out easily.

Does the chatbot answer at night?

Yes. Questions it can't answer reliably are logged and passed to someone on your team, who picks up the conversation during working hours.

What if the AI gives a wrong answer?

The risk drops when the chatbot answers only from your business information (prices, hours, policies), hands the conversation to a person whenever it's unsure, and conversations are kept and reviewed regularly.
